Israel Ministry of Defense Holds Annual Work Plans Conference Amid Ongoing War Efforts
2/2/2025

The Israel Ministry of Defense (IMOD) convened its annual Work Plans Conference today (Sunday), led by the IMOD Director General and designated IDF Chief of General Staff, Maj. Gen. (Res.) Eyal Zamir. During the conference, the Ministry's various departments presented their 2024 summary data and detailed the unprecedented scope of activities throughout this challenging year.
During the past year, the IMOD has managed unprecedented operations, overseeing the largest defense budget in Israel's history, NIS 190 billion. The Ministry's procurement efforts reached new heights, with multi-year acquisitions of ammunition, weaponry, platforms, logistics, and fuel totaling NIS 220 billion – more than quadrupling typical annual spending. Over NIS 150 billion was directed into the Israeli economy through domestic 'Blue and White' procurement, significantly strengthening the country's defense industrial base and reducing external dependencies.
The year also saw the largest airlift operation in Israel's history, comprising approximately 670 flights and 130 sea shipments, delivering over 50,000 tons of essential military equipment, including missiles, bombs, tactical vehicles, and ambulances, to Israel's forces.
Armored vehicles developed by the Ministry’s Tank and APC Administration proved crucial to combat operations, logging over one million kilometers of operational use. The war marked the combat debut of three new armored platforms: the Barak tank, the Eitan APC, and the upgraded Namer APC.
The Ministry also intensified its research and development efforts, establishing its first new development PEO in 25 years, focused on AI and Autonomy, under the leadership of Director General Maj. Gen. (Res.) Eyal Zamir.
The human cost of the war brought unprecedented challenges in supporting disabled veterans and bereaved families. The Ministry now provides care for 5,942 new bereaved family members, while the Rehabilitation Department has taken in over 15,000 wounded service members who bear both physical and mental scars from the war.
"The senior leadership of the Israel Ministry of Defense, together with the IDF General Staff Forum, carries an immense responsibility for Israel's very existence. You have shouldered this great responsibility and proven yourselves throughout this war. The scale of your achievements reflects the magnitude of the challenges we face. The Ministry has fulfilled its paramount mission – providing comprehensive and continuous support during the war, focusing on two primary objectives: munitions and rehabilitation.
"When I assumed this position, even before the war began, we established a core mission: expanding our domestic 'Blue and White' production capabilities. As an island nation, we have no alternative. We have strengthened our industry and economy to unprecedented levels. This war has demonstrated that we must be self-reliant. We were all raised on the principle that 'Israel shall defend itself by its own forces.' Today, I extend that principle: Israel shall produce its own armaments through its own efforts, prepared to face any threat and any scenario. Throughout this war, we have revived dormant production lines, expanded existing ones, and established new manufacturing capabilities. Reducing our global dependencies enhances our security, economy, and industry. This strategy will also strengthen our defense exports.
"We are engaged in a global arms race, a technological race. In our region, there is no mercy. Our neighbors, from Iran to Gaza, from Yemen to Beirut and Damascus, have misjudged us. The people of Israel and the IDF are strong. In times of trial, our nation's true spirit emerges!
"We must salute the IDF, its soldiers, and commanders. They have saved the State of Israel. The Ministry has provided the IDF with the tools, support, and security framework necessary to fulfill its mission.
"In this war, the IDF has risen from the depths – our enemies in all arenas have been defeated, their leaders buried beneath the rubble, but the campaign is not over, and challenges remain ahead. We must never forget the heavy price paid in lives lost and wounded.
"The Israel Ministry of Defense must continue building our strength and supporting the IDF's needs and national security missions."
