Israel MOD Advances Major Reform to Boost Defense Exports

Following Defense Minister Israel Katz's policy directive, the Israel Ministry of Defense (IMOD) Director General, Maj. Gen. (Res.) Amir Baram approved the implementation of recommendations of an expert committee established to boost defense exports, including: streamlined licensing processes with single-stage licensing for most unclassified products, a significantly expanded list of countries for which the marketing process will be exempt from licenses, enhanced enforcement mechanisms, and reinforced exporter commitment to responsible and secure defense exports.

The Committee for Strengthening and Expanding Defense Exports was established as part of the Ministry's strategy to increase defense exports amid growing global demand for Israeli products following the IDF's operational achievements. The initiative aims to strengthen force buildup capabilities during a challenging budgetary period, bolster the defense industry, and generate additional revenue streams for the defense budget.

The committee was chaired by former IMOD Director General Maj. Gen. (Ret.) Udi Shani, and included dozens of current and former officials from the IMOD, IDF, defense industries, and the Ministry of Foreign Affairs.

The committee examined defense export processes and oversight mechanisms, stakeholder involvement, and evolving challenges in the global defense market. 

Key recommendations include:
•⁠  ⁠Significantly expanding the list of countries that will enjoy marketing license exemptions for unclassified products, while reducing product exclusions from this exemption
•⁠  ⁠Extending marketing license exemptions to confidential-level products for a defined list of countries (subject to legislative amendments)
•⁠  ⁠Establishing a committee within the IMOD for unified, centralized, time-bound technological product registration
•⁠  ⁠Increasing advisory committee meeting frequency and reducing license processing times 
•⁠  ⁠Strengthening enforcement

IMOD Director General Maj. Gen. (Res.) Amir Baram approved most of the committee's recommendations, which will be submitted to Defense Minister Israel Katz for final approval. The Director General thanked committee members for their professional and comprehensive work, completed in a short timeframe.
